Information about the position 

Vinted Pay is looking for an Outsourcing Specialist to support the day-to-day coordination, administration and operational management of the Company’s outsourcing framework.

This is a key role within a small team and offers the opportunity to contribute directly to the continued development and maintenance of a robust outsourcing governance framework in a regulated environment. The successful candidate will ensure that outsourcing arrangements are managed in a consistent, controlled and well-documented manner across their full lifecycle, in line with internal governance expectations and applicable regulatory requirements, including CSSF Circular 22/806.

The Outsourcing Specialist will report to the Operational Risk and Internal Control Manager and will act as a central coordination point across relevant internal stakeholders and will work closely with all teams within the business unit, where relevant, Group entities. In that context, given and considering the ICT third-party risk and operational resilience regulatory framework applicable to the company, the Outsourcing Specialist will contribute to ensuring compliance with DORA requirements.

In this position, you’ll 

Governance & Compliance

  • Support the implementation, day-to-day operation and ongoing enhancement of the outsourcing framework in line with CSSF Circular 22/806.
  • Assist with periodic reviews of the Outsourcing Policy and related procedures; coordinate CSSF notification for new outsourcing arrangements and assist with criticality assessment.
  • Align outsourcing oversight with broader third-party risk, ICT risk and resilience requirements, including collaboration with ICT teams for DORA.

Lifecycle Oversight

  • Maintain the outsourcing register and related records for completeness and accuracy.
  • Manage onboarding/renewal lifecycle: risk assessments, due diligence, contractual follow-up and monitoring (including criticality, performance, incidents, deficiencies, renewals, subcontracting changes, exit planning).
  • Track actions, escalations and remediation; coordinate lifecycle reporting.

Stakeholder & Group Coordination and Reporting

  • Prepare management/governance reporting and escalate material issues as appropriate.
  • Act as the central coordination point for outsourcing regulatory matters across Service Owners, Operational Risk, IT, Compliance, Legal, Finance, Security, Privacy and Group entities.
  • Collaborate with other Group entities to harmonize outsourcing governance practices and ensure alignment.

About you 

  • Relevant professional experience  in one or more of the following areas: outsourcing or vendor management, operational risk, internal control, compliance or regulatory support, third-party risk management
  • Experience in a regulated financial services environment, ideally within Luxembourg
  • Good understanding of outsourcing governance and lifecycle management principles
  • Familiarity with CSSF Circular 22/806 and its practical implications for regulated entities
  • Exposure to the interaction between outsourcing oversight and ICT third-party risk management; exposure to DORA framework implementation is an advantage
  • Strong organisational skills and ability to coordinate multiple stakeholders and follow up on actions in a structured manner
  • Sound written and verbal communication skills in English
  • Detail-oriented, reliable and able to maintain accurate records and documentation
  • Proactive mindset, with the ability to identify gaps, challenge constructively and support continuous improvement
  • Comfortable working in a small team and contributing to the build-out of a developing framework
  • Master’s degree in a related field or relevant certifications such as: Risk Management and/or Compliance certifications; ISO 27001 or third-party risk-related training/certifications would be an advantage
